THAT Planning Report No. P25-034 dated August 27, 2025, with respect to a request for a three-year extension of Draft Plan of Subdivision Approval for 2595 Westshore Crescent (File No. SV-T-0706) be received; AND THAT the Township of Severn endorses a three-year extension of the Draft Plan of Subdivision Approval, which is scheduled to lapse on September 14, 2025; AND THAT the provisional water and wastewater servicing allocation for this development be retained; AND FURTHER THAT the County of Simcoe be advised of the Township’s position on the extension immediately, prior to ratification by Council.

THAT Public Works Report No. W25-016 dated August 27, 2025, with respect to the Water Meter Upgrades be received; AND FURTHER THAT staff be directed to include smart meter project into the 2025 Water Rate Study report for future consideration. THAT Public Works Report No. W25-019, dated August 27, 2025, with respect to a Speed Limit Reviews be received; AND FURTHER THAT the speed limit on Agnew Road between Highway 11 and South Sparrow Lake Road be set to and posted at 50 km/h; AND FURTHER THAT the Speed Limit Review Policy be brought back for review.

THAT Public Works Report No. W25-020 dated August 27, 2025, with respect to Winter Control Level of Service be received; AND FURTHER THAT the single-source purchase and installation of six Ace Electronics spreader controllers be approved in the amount not to exceed $50,000 and funded from the Fleet and Equipment Replacement Reserve Fund; AND FURTHER THAT the purchase and installation of a sander for the medium duty plow truck in the amount not to exceed $15,000 be approved and funded from the Fleet and Equipment Replacement Reserve Fund; AND FURTHER THAT staff be directed to release a Request for Expression of Interest for contracted winter control services for the 2026 / 2027 season; AND FURTHER THAT the hiring of two additional seasonal staff to support facility parking lot maintenance during the 2025 / 2026 season be approved and funded from the 2025 Winter Control operating budget; AND FURTHER THAT service level enhancements be

THAT Administration Report No. A25-026, dated August 27, 2025 regarding a new Council Procedural By-law be received; AND THAT the new Council Procedural By-law be approved; AND THAT Council Policy C-3 - Advisory Committees be repealed; AND THAT a Council workshop be scheduled on the new Council Procedural By-law prior to it coming into effect; AND FURTHER THAT the updated Council & Committee schedule start November 1, 2025; AND THAT the required by-law be brought forward to the next regular Council meeting. THAT Chief Administrative Officer Report No. CAO-2025-03, dated August 27, 2025 regarding a Deputy Clerk position be received; AND THAT the Chief Administrative Officer and Director of Corporate Services/Clerk be directed to recruit for a Deputy Clerk as soon as possible.

THAT Administration Report No. A25-027, dated August 27, 2025 regarding Economic Development Strategy 2024-2027 Update be received.

THAT Administration Report No. A25-023 dated August 27, 2025, regarding a Communications Update, be received.

THAT the correspondence from Rebecca Steele regarding a Proposal to Permit Health Service Establishments in C4 Highway Commercial Zones be received; AND THAT staff bring forward a Zoning By-law Housekeeping Amendment as soon as possible.

THAT the correspondence from the Coldwater & District Agricultural Society regarding a request to install a Sea Can Container on the Coldwater Fairgrounds be received; AND THAT the request be approved conditional upon the Coldwater & District Agricultural Society working with the Director of Recreation, Parks & Facilities with respect to its proposed location and obtaining the required building permit; AND THAT the Coldwater & District Agricultural Society Agreement with the Township be amended to include the Sea Can Container.
